Most all the shorting in cheap Nasdaq stocks is done by the MM's and is done as a normal business procedure. You want some XZZ, you call your broker and put the order in. MM may fill from inventory OR by selling what he doesn't have and covering later. I don't think it's nearly as pervasive in the U S as in Canada.

I have several different accounts and NONE of them will let me short a stock under $5, most insist that it be on the NMS section of the Nasdaq (or higher).
