I wonder if CITA has talked to Mayor Giuliani?

In USA Today, 1/25/98, Barry R. McCaffrey, head of the Office of National Drug Control Policy noted that out of an estimated 810,000 heroin users in the United States about 115,000 were currently involved in methadone programs. In the same article it was noted that New York City Mayor Giuliani believes that there are too many methadone treatment programs and that he considered methadone merely a substitution of one addiction for another.

Sounds to me, that the Mayor would be open to a visit from CITA!
