What you are wondering is EXACTLY what the SEC used as a basis to
completely takeover & overhaul the NASD & The NASDAQ system.

That report should be public information on EDGAR, or somewhere similar. I do NOT want to get into the merits, or total lack thereof,
in the report. BIG BROTHER is always watching and I have no desire to
be taken to "Room 101."
