I would suggest going into "Control Panel/System/Device Manager/
Display Adapters" and individually select each video card and
remove it. Once there are NO remaining video cards, power down
the system and remove all video cards leaving only one of the ATI
cards. Then power up and let the system recognize the new hardware
(ATI card), etc. Then power down again and add the second ATI
card.

I found that you can only add one video card at a time or the system
becomes unstable.
