There's not much to say, especially since we have so few specifics. This is old news though (see Bo Fifer's BT Alex Browns report of early January Message 7165855
"LATIN AMERICA: Signed LOI to acquire 38 GHz spectrum in Argentina. Deal could close in January, with operations commencing in late 1Q 1999.")

Since they have announced their plans to pursue spectrum and/or partners around the world, I doubt we get much reaction to each announcement as it's made. Unless they really pull off a stunning coup.
