They are not allowed to charge interest on non-listed borrowed securities i.e. BB's. so nothing in it for them.

What exactly do you mean by this statement?

Do you mean that if I were to short (say) IBM, that I would be charged interest for borrowing the stock? But that if I were to borrow and short OTC-BB:SCAM, the broker would not charge me such interest?
