FDA approved irradiation as a food additive for red meat in December 1997, as FDA must approve all food additives (I couldn't tell you why irradiation is classified as a food additive). However, because USDA regulates and inspects meat and poultry, that department must issue rules on conditions of use for the technology before meat processors can use it. What USDA is about to issue is just a proposal, despite erroneous reports that the department was issuing rules; it still has to go through a public comment period before it can be made final, so under the best of circumstances, meat plants won't be able to use the technology for at least 4-6 months, if not longer. Hope this wasn't overkill to your question.
