Taxman, it means it's not ready yet. Beta releases are for customers to try it out and feed back to Microsoft about problems and wish-to-haves. They are not supposed to be production ready (but shouldn't be too buggy either). If you want to read more about it yourself, a clip from a post I put on Intel today:

How about Windows 2000? Pretty good article about it in this
week's Business Week. Also reasonable overview on computing in
general for the non-technical observer. Back to Win2000, article
says the top project manager in charge says he gets at least a
couple of emails from Gates every day saying 'don't ship it before
it's time.' (wine commercial?).
