Oh ... yes I've been burned by "swing" capacity in the past. You see some really funny stuff being manufactured in a "soft" market.

You know paper has been a surplus/shortage commodity for many years (at least since the 50's) and I think its hard to remove that aspect of the business. Paper consumption has grown year over year as far as I can remember and I am not sure if a tight market is the only kind of "healthy market". Paper manufacturing is a war of efficiencies. Who ever can produce at the lowest cost, most efficiently wins. Agree?
