Between the band playing for the first class passengers, and all the effort it took for the crew to lock the steerage passengers downstairs so they couldn't escape, I think that most of the staff were very busy discouraging active panic. In that environment, in addition to the fact that many people felt the boat would not sink no matter what, an impromptu construction project would have been a little over the top, I would think. In one of the accounts I read, there was some panic, and some gun battles, including a couple of murders. Did anyone else read this one? It was awhile ago, and my memory fades . . .
