Maybe someone else would like to interpret--I have my own ideas, but am no expert in MM tactics:
I put in a small order to buy 2000 all or nothing at a limit price of 4 when the bid-ask was 3 5/8 - 3 7/8. It didn't go through, even though it appeared that the bid-ask stayed the same for the next 5 minutes. This was a phone order, and they usually go through very quickly. Ted
