Mike,

No one has to announce it. Crude (WTI) bottomed in December. The OSX cannot be stifled infinitum. Greed and Fear coupled with strong emotions caused the extremes in the AMZNs and the RIGs toward opposite ends of the spectrum. Time and patience has a mysterious way of reconciling these imbalances.
