The problem with public key encryption lies in key escrow. If you lose your card, how do you get the private key back? Do you trust IBM, the government, your bank, etc... to retain your key?

This problem has been bounced around many times and every proposed solution has gone down in flames. Clipper was the most famous one, but there have been many other attempts.

No solution has ever been proposed which was acceptable to all of the interested parties (industry, law enforcement, finance, etc.)
