Reading up on the fiber build itself, Qwest did not put the type of capacity or conduits in the ground that L3 is...10 to 12. This involves deep trenching versus just laying 2 conduits in a trench. Also, Qwest did not build out any local city infrastructure or 35,000 square foot locations in each city.
