Ascend Technology

Ascend MAX TNT and MultiVoice for the MAX Continue to Play Key Role in
Enhancing PSINet Dial Access and PSIVoice Services

ALAMEDA, Calif.--(BUSINESS WIRE)--Feb. 17, 1999--Ascend Communications, Inc. (NASDAQ:ASND -
news), a leading supplier of wide area networking (WAN) and Intelligent Network (IN) solutions for providers
and users of the next-generation public network, today announced that PSINet (NASDAQ:PSIX - news), the
first and largest independent commercial Internet service provider, will significantly expand its dial access and
IP-based voice services using Ascend technology.

PSINet plans to add over 150,000 Ascend dial access ports and over 50,000 Ascend voice ports to its
network during 1999.

In expanding its dial access network, PSINet will utilize the Ascend MAX TNT(TM) WAN Access Switch, and is
working with Ascend in the PSINet laboratories to certify other innovative technologies such as the recently
announced CSM-3 slot card. The CSM-3 card effectively doubles the port density of each existing dual-slot
modem module for the MAX TNT, allowing PSINet to cost-effectively add dial access capacity throughout its
network.

The MAX TNT is a carrier-class, multi-service WAN access switch that enables network service providers and
corporations to build secure and manageable networks for the delivery of value-added solutions such as,
MultiVoice, MultiVPN, Carrier Signaling integration, and comprehensive connectivity and application solutions.

Figures from analyst reports published in late 1998 from Cahners In-Stat, Dataquest and Dell'Oro, show that
the Ascend MAX and MAX TNT products have a commanding lead in the access concentrator and remote
access concentrator (RAC) markets. For example Cahners In-Stat research shows that Ascend had the
leading RAC marketshare, 46.7 percent, for the third quarter of 1998.

Ascend has been working closely with PSINet for over a year to design and implement a world class voice
service targeted at PSINet's existing base of more than 55,000 commercial customers. Last summer, PSINet
unveiled the first phase of its PSIVoice services and will be rolling out additional voice services based on the
Ascend MultiVoice for the MAX(TM) Internet voice solution.
