Sorry, no way.

What you suggest may discourage the dark side but at what price? A per minute fee would kill the internet for commercial use for legit business through an ISP. The ISP's won't pay the charge, the user pays the charge. That's me and you!

In order for the net to have mass appeal it must have cheap univeral access. Clinton says he wants the internet connected to schools and all library's by the year 2000. Why? Because the internet can be a source of so much practical and TIMELY information.

Schools couldn't afford the monthly ISP bills because many can't afford computers let alone a per minute fee. Sure, some rich neighborhoods will have the net in their school, giving their kids the adantage. And eventually the Japanese will take our invention and capitalize on it and stick it in our non-competitive ears.

By the way, I won't let my daughter use the internet without intense supervision because of the "crap" out on the net, so I'm not totally insensitive to what you say. However, we have to find other ways to "fix" the moral decay on the internet...the dark side.
