Bob: you didn't misunderstand, every call gets local operator when the phone is initially picked up off the receiver. It doesn't matter if its 1 800 or not.
I agree that possibly a one time charge may be in order, but not a connect time. I did check with Mr.Wynn, who inturn called AT&T and found out for sure about the 1 800. The nice part about the 1 800 number is that after local operator it is routed directly to the main switch at AT&T in NewYork, narrowing the transfer points.
