The key to building the ice road is to clear the snow. The snow acts as insulation and thus the depth of freeze is less. If I remember correctly six inches of ice is sufficient to carry a car. There is quite a technology that has built up regarding ice roads but I think the main thing is to keep the ice clear of snow. One interesting phenomena is where the fresh water meets salt water you get hills in the ice road. On the ocean you also get large pressure ridges that form and hence the road must be re-routed around them.
