I don't view the Federal government as playing a significant role in Education, Law & Order, etc. The vast majority of the funds (over 90-95 percent) are raised and spent by local jurisdications. What civil liberty battles. He signed into law the Welfare Reform bill that gave state's lattitude to improve the programs. Clinton then turns around and signs an Executive Order to attempt to take away their rights. He's also signed Executive Orders for expanding federal wiretaps. As far as the Power of Money and Privilege, I think his beating the rap on perjury, witness tampering, and obstruction of investigations says it louder than any speech he could give about "working for people who work hard and play by the rules" as he is so fond of saying. As far as pitting corporations versus individuals, who's creating the jobs here? Definitely not the government.
