Eric.. You are right. OMPT is likely to bid on and build-out Chicago and SBC will bid on and build-out Dallas. These are the two major cities that have GSM holes.

But this will require big $$ and there are already lots of competitors in Chicago. I think the license should go for cheap because Ameritech is trying to sell their 800MHz cellular license to someone and the big boys (Baby Bells, ATI) are probably more interested in that then building-out a new network.
