A few more points that didn't get included when I edited.

It only makes sense that Russia would adopt this progam only if they believe it will result in tax collections greater than what Russia has to pay. Of course if they intend to pay zero, or if the govenment goes bankrupt anyway then the end result is still zero. That's the risk being taken.

However, we are told that the risk has been taken on by U.S. Banks. This is very possible, as I showed in the fact sheet of the Import-Export Bank of the United States. Also, as I understand it, any bank could do the same. Of course HGRM would have to pay for the risk taken on by the banks, but even if they end up getting 50 cents on the dollar it would end up being a huge boon to HGRM (and us). Plus, the infusion of dollars would enable them to expand much faster and into many more markets than is currently possible.
