I think my favorite paragraph is the following:

Talk to the business manager about holding a meeting of everyone in the building to go over with the them the Y2K status of the equipment in that building. Maybe you could join with others in your building to buy a generator as backup for your elevator or heating plant, as my uncle's retirement home did. Maybe you could use the terraces of the building to arrange block and tackle pulley systems in 5 or 10 story sections to transport material in and out of the building in case of an outage. Yes, these kinds of fixes won't work for the Empire State Building but it would certainly work for a 10-, 20- or 30-story building.

The block and tackle pulley system simply borders on the criminal...not to mention the insane.

Is Howard really this obtuse? Or is this the product of hard work on his part?
