merril has the licenses, i dont think you do...and tell the guy who was ordered to pay treble damages for his role in a similar type of internet scheme that you are planning( pre-announced hyped up picks)...i would humbly recommend that you contact the SEC directly to find out exactly what is allowed and what isnt...by going to the source you will avoid any problems/headaches in the future...I have found they are more than happy to assist.
