Win 2000: New code will demand most applications be rebuilt

This is probably the most mis-leading headline ever.

What does the article say? Applications will have to be re-written to take advantage of new features. The hell you say!! What a shocker! I'm outraged!

Do other OSs let software automatically take advantage of new features without rebuilding?
