i dont think copper has much impact on test handlers, b/c COHU's handlers handle most IC package sizes and type (Im not an engineer though). my impression is that handlers are more "mechanical" than "electrical" devices. copper might have more impact on TER testers, since the amount of power needed to run them (and test them) are probably different from silicon/aluminum chips.

INTC investment in DRAM is definitely a good sign. Higher yield in the front should mean more IC to be tested in the back. I heard that most semi equip last atleast 3 years. COHU had great sales in most of 1997. so there may be plenty of handler capacity out there already.
