The RFC is archaic, but still useful as a preliminary step to presenting the industry's perspective on standards to the ITU, FCC, etc. Also key to regulatory and interoperability advances are the Optical Internetworking forum and all the other working groups sorting out the new protocols.
Of course, the proprietary fortifications are going up as you suggest.
And we all know who the "usual suspects" are, :-)). Certainly some folks who didn't even seem to have their eye on the ball in 1994.
Regarding the issues of colocation and provision of service to the mom and pop ISPs, we certainly have heard the complaints in the regional media. Ironic, in view of the fact that my ILEC doesn't even offer me ISP DUN let alone xDSL service. But that story is for another day.
voila! War.... Hmmm, yes, just as the industrialists of another revolution bested the landed gentry, today the bandwidth revolution will have much the same impact on the copper-wire gentry. I expect plenty of dirty-tricks antics, PUC cozying and impediments to the future to be thrown up. It'll be fun to watch.
