I've never asked a Canadian broker, but one person who has used one has told me that the reason that a Canadian broker can short more stocks than US brokers is that they do naked shorting. How this works in the clearing process, I don't know.

I wonder if your collateral requirements would be different depending on whether you have borrowed the stock or not.
