Acell, I expect that out of "fairness" mandatory per minute charges would be forced on all Internet connections. The major purpose of these charges is not Telco loading but is to restrict Internet use to the who deserve it by virtue of their economic status, or as the charge supporters put it "eliminate frivolus use".

And this is also a first step to per minute charges for all phone use as per current cellular practice. These folks have enough money to buy Congress.
