Your memory is probably better than mine.

I thought I heard them say 20 fab shells.

I also didn't hear a precise definition of shells: whether it only includes completely mothballed buildings; or whether it also includes fabs which were planned to have multiple lines phased in as demand warranted.

I suspect the latter, but don't know.
