i was struck by the cpms as well,
but also by their emphasis on non-static spots.
granted, their rate card may well sell way off, but such is
the case with all advertising media; they will present to media
buyers rates according to campaign frequencies, etc...
and spot lengths, no doubt.

but your point is well taken, compared to shrinking static impression
costs, they have a wealth of opportunity here. jubimer noted some
time ago the advantage of a captive audience applies on the
net, perhaps even more dramatically. holding a surfer's attention
for 15-sec videos...even for longer, is key .
