Clinton Administration is not inventing anything new. The idea of TOTAL halting of oil production in US and reliance on cheap foreign oil in order to save the US oil for future is very old. I was a part of one such discussion in l972.At that time though, it would not be very prudent policy because of the USSR, but now US may do what it please.

Do not be too harsh to Clinton. He is also a sort of puppets..
Maybe he does not have any intent to destroy the US oil industry, but
he cannot save it as well. The country (and, in fact all world) needs cheap oil, it is profiting from it greatly. It is available.. This availability has to be and WILL BE secured and guaranteed... for how long? -- for ever.. until the enormous foreign resources are exhausted. We are at the center of US policy which disregard us..
