If you think I was overstating Al Frank's case, get a load of this:

The Prudent Speculator (TPS) is the top performing
investment newsletter in terms of total return for
the eight years ending 12/31/98 according to the
independent Hulbert Financial Digest (HFD). TPS is
the only investment advisory service ranked in the
top five for each for each of the four periods
(5, 8, 10 and 15 years) regularly featured in HFD.

The Prudent Speculator Portfolio, Al Frank's actual,
real-time margined portfolio gained a total return
of 93.79 % for 1995, added another 57.03% in 1996,
and returned 50.96% in 1997. Despite a difficult
year for value-oriented, small cap stocks, this
portfolio gained 3.45% in 1998. But Al focuses on
deeply undervalued stocks and widely diversified
portfolios for their long-term capital gains. His
average holding period is 7.04 years.

Also, BIOI adopted a shareholder rights plan last week.
