I think it is very unlikely that "risk" was supposed to mean "RISC." From what we know of the chip architecture, it would not be implemented using emulation on some fast RISC core. The whole point of this chip was to use some hardwired image processing functions via systolic arrays if I remember correctly. So I believe "risk" probably does mean test run (i.e. before design finalized and better fab/higher yields are used). Comments welcome.
