Then you'd be surprised. I don't know that the strategy is cost-effective, but then I don't really know what they are trying to do. Maybe they are just suggesting that people quit, with the added advantage to them of trying to act as a filter on anyone that is sufficiently unmotivated. At the small companies at which I've spent most of my career, the best people are frequently the last to leave, mostly because they feel they have more at stake, and because they are the least worried about getting another job. I doubt that Oracle will tell you how many leads this generated, and most of the best people will go through headhunters anyway, because it doesn't cost them anything, it helps cement the relationships for such time as they really need them, and it's less work.
