Interesting article. It is indeed the return on capital risked that counts and feeding dangerous chemicals to people does require a higher degree of care than feeding Internet software products to people.
Could there be a perverse effect however in that with fewer companies with second rate science getting funded, the remainder with better science might have nearly as much funding as if there was more money in total?
