I'm not saying that Clinton is pursuing any particular policy, just that he has little incentive to fall on his sword over low oil prices. If he is going to take on a crusade, it won't be one to help his enemies. The Nation, and most of Congress likes low prices. Besides, it's up to Congress to pass legislation and Clinton did have in his FY '99 budget a request for appropriations to buy oil for the SPR, which Congress did not pass. There's just no reason for him to take on that problem against so much opposition. In a perfect world, maybe he should, but I try to stick to the factual situation as much as I can. I think the Administration has done what it feels it can through administrative means, and the rest is up to Congress and the individual States. That is where the attention should focus.
