If the bulk of the bandwidth were not being consumed by "porno fiends", but instead by some non controversial group, say stamp collector chat rooms, would you still think taxation is the way to go? If so, then just say that, and you won't trigger this free speech flames (Instead you will trigger the taxation and economic flames!).
I look at the internet as similar to this countries interstate highway system, something that allowed this countries economy to develop. Adding 10 cents a minute for internet is equivalent to adding a 10cent toll booth every mile, Sure you can do some math where you can justify it, but instead you would kill off the traffic, or it would move to wireless.
It might be that now, a lot of 'porn' is flying around the internet, but we are at the beginning. Soon the % of bandwidth that is used for porn will be substantially smaller, and declining, as more information technology moves to the internet.
As far as social paradigms, I have traveled a fair amount of the world. The societys that I have seen that restricted porn were also the most repressive in other areas.
