OK, for what it's worth: I just checked with my local coin dealer. First, to confirm the apparently well known: there are no 1999 Silver Eagles available and the waiting period is now six months and, of course, no prices will be quoted; the premium on 1/10ths gold is expanding rapidly, essentially because they are unavailable. With regard to $1000 face-value bags of coins. The situation at this point is considered to be opposite to the general wisdom in ordinary times: The premium on these coins is in fact rising faster than that for rounds. Under ordinary circumstances there is a time lag discount for 90%. During the Hunt period it was about 50%! The dealer feels that should the crunch actually play out as expected, there will be a bugger your neighbor mind set which will cause dealers to pay less for 90% as opposed to pure, just because they will be able to get away with it. He recommends a small investment in such coins, but that the bulk should be put into rounds
