Tom, I think the end result (and obvious goal) of this proposal is a perminute charge on all telephone use. That's how they avoid trying to distinquish between voice and modem calls. Bell South has recently filed in Georgia for a .02 per minute charge on ISDN. North Carolina and Mass. and some other states already have per minute adders for ISDN. A small business I know in NC just got a "surprise" $800 adder on his usual $99 bill for his ISDN full time Internet link. They thought they could reduce costs by just connecting for a minute or two every 15 minutes to transfer email but there is also a per call charge, you can't win.

If they can't get a per minute adder for regular phone use but do get it for ISDN we can expect a rapid switch to ISDN. Maybe that's not all bad.

Now if I could just get some frequency spectrum to set up wireless connections. Hmmm A great business idea in the making......
