Most of those "peaces" were maintained by dictators. Those dictatorial regimes usually favored one ethnic group above the others. Welcome to the post-Soviet Union era. Clinton's in a no-win situation in those civil wars. The US can never be a neutral participant. By helping one side as in famine relief, you're implicitly fighting against the other side.
