I'm not sure that this is correct, at least in terms of a local ISP vs. AOL.

Most ISP don't cover the globe as AOL. I work in Baku, Azerbaijan. My wife is in Houston Texas. My daughter is in Dallas, Texas. We're using the same AOL account; we all dial local numbers; we pay $22/month total. For us, AOL has international advantages that far out-strip anything a local ISP could offer. Now, if AOL could just get their broadband high speed stuff together.
