You're uneducated guess is correct. I've seen cost studies on access as I work as a consumer advocate. You're also right about the telcos wanting to throw everything in -- unfortunately rate hearing results are only as good as the folks hearing the cases. I have found that often they (Commissioners) are clueless on the fundamentals.

I also agree with you that usage based charges are not necessarily bad. Folks that stay on all day ought to pay more. It's interesting to see the current evolution the options ISPs offer, e.g. AOL's flat rate pricing -- watch for it to come full circle. I know some folks who stayed with AOL but didn't take the flat rate pricing. They told me they'd be tempted to stay on longer and they didn't want that to happen. Funny, huh?
