Chris, I am not an expert at this so don't put too much weigh on this post.

The way I understand it, this avenue is usually chosen by companies that have problems raising money domestically or via standard debt instruments. In essence, they create an almost private trade at some price overseas and may be substantially lower than the price here.

I am confident that QCOM, with strong debt ratios, would have no problem raising money or issuing new stocks here. Why they decided to go this route will remain a mystery to me for now. Probably not a good day to call the busy investor relations for an explanation.
