Ok, let's just assume you're right. But I don't think the President's press secretary assumed that everyone in the media audience would immediately know that he meant "verbal abuse" when he said "assault". People are arrested all the time on the charge of "assault & battery". Now clearly you can't be thrown in jail for calling someone a creep (verbal abuse). If a woman calls the police and says "my husband just assaulted me", she's going to look kinda stupid when the cop responds to the domestic violence call and she says, "officer, he said I was an idiot. That's verbal abuse, which is assault". The real world just doesn't operate like the textbooks.
