The proposed rates for data access are to be charged *directly* to the ISP's - not by the LECs to the consumer - so no need for anything like "reverse-lookup" - which is preposterous on an every call by every household level.

Then ISP's would then pass on the cost to us. Bye-bye flat rate pricing as well as most mom&pop ISP's. It would also give the LECs a great competitive edge when *someday* they roll out their own internet services.
