Another reason that is holding back investment in ADSL upgrade is the 96 Telecomm Act that requires RBOCs to open copper wires to every body, including ATHM. They figured they would invest millions of dollars to provide a free ride to outside competitors. ATHM has a right to lease lines from RBOCs. Untill this situation changes, RBOCs' commitment to ADSL remain half-hearted. However, it doesn't mean ATHM can wait. The push for bandwidth is there. A lesser technology could become dominant if @Home sit idle. I am a little bit concerned about ATHM's speed of deployment
