I'm not sure about the Win95 Paint SW.
Why don't you download Paint shop pro, here is the URL..

When you have your image loaded up select text, a text window will appear, type in your text - oh I think you have to select anywhere on your image, then you can move the text around to your liking.
To see what it will really look like you have to save it then bring image back in..

I've gotta go do some work, be back in several hours.
