I think you are in the dark regarding NEA funding, as many are. The primary purpose of NEA funding is to ensure that museums remain open. Museums are like libraries and can't sustain themselves. Thats where the money goes. The only connection between NEA money and a controversial artist, like say, Mapplethorpe, is that a museum which receives NEA funding may be host to a Mapplethorpe exhibit, where it is only one of many exhibits at that museum. That is the entire connection - it is grossly overestimated by the right. Even staunch conservatives support library funding I find, and museum funding is no different really. It is a tiny amount of money in any case.
