Well actually, they occasionally do. Which reminds of a silly situation in which a large Texas city offered a bond election to fund a revamped and really nice arts district. It was a hell of a deal for the people since private money offered to match the bond money something like 3 to 1. (Geez, not even the sports biz guys put up that much, do they?<g>) The local police and fire departments were peaved because weren't getting the pay they wanted. I had a relative that was a mayor at the time and another that was head of the police association. The mayor and most of the council was for the bond to pass, the police/fire group, as I mentioned were not. So, the police/fire group started a full out campaign to defeat the bond--like it would have really helped them if the bond failed. They published bumper stickers stating that the next time one needs to put out a fire, call the ballet. LOL.

Well the bond lost, and the irony is that the police etc. pissed off so many people that I don't thing they got anything they wanted for the next decade. And, I don't think my two relatives spoke to each other for a year... no 'ha ha ha ha'....just the ' doh'.

Anyway, the city finally got its concert hall more than a decade later. I think some public money was used, but not much.
