Such efforts have been worked, although when you work on such a thing you realize rather quickly that the ability to handle "anything" increases the cost dramatically over a fixed-function modem. Not much in the way of reusable (or duplicate) function in the lower 2 layers, and vastly different frequency ranges and channel models. They don't really funnel into one path until you get down to an MPEG transport stream.

Another Buzz-word for you....these are termed "transport-agnostic."
There'll be such beasts in the near future, but they'll only be semi-universal. I'm not sure I'm convinced such a thing is going to be a money maker until the consumer shows a desire to want to pay a premium for such a thing. The first ones will more than likely be for DVB systems since the standards are more centralized.

Down the road a few years, such a thing is more likely since much more of the hardware can be sucked into software/DSP code, and with the touch of a "pipe select" button you pick which pipe you're connecting to and the modem "reconfigures" itself accordingly. At that point it can truly be cost effective and attractive to the consumer.
